Meet the Panelists
Victor Hoskins - Victor Hoskins became the Arlington Economic Development (AED) Director in 2015 and is most known for leading the team that successfully attracted Amazon HQ2 to Arlington County, VA, a deal that will bring 25,000 high tech jobs, invest $2.5 billion and occupy four million square feet of commercial office space. This is one of the largest economic development deals in North American history. It is estimated it will generate $3.2 billion in revenue for the State of Virginia and over $315 million for the County.
Since joining AED, he has led efforts that have resulted in approximately 229 deals, representing 11.5 million square feet in new and retained office leases and the creation or retention of more than 67,000 jobs. The diversification strategy he designed resulted the in the expansions and attractions of companies such as Nestlé, Grant Thornton, Lidl, Deloitte, Oracle/OPower, Applied Predictive Technologies, Amazon Web Services Innovation Center, March of Dimes and Phone2Action. Previously, Mr. Hoskins served as Deputy Mayor for Planning and Economic Development for Washington, D.C., where his achievements included the creation of 52,600 jobs through public private partnership projects and the groundbreaking and/or completion of 87 mixed use projects totaling $7.5 billion in 3 1⁄2 years. Projects included the Southwest Waterfront and City Center. Mr. Hoskins repositioned the District to emerge as a “tech town” and a global city with a booming economy and growing population.
Mr. Hoskins holds a Master’s degree in City Planning: Real Estate Finance/ Economic Development from Massachusetts Institute of Technology (MIT) and a Bachelor of Arts, with Honors: Psychology/Urban Studies from Dartmouth College. He also studied Development Finance at Harvard University, Kennedy School of Government.
Jack Belcher - Mr. Belcher has been the Chief Information Officer of Arlington County since 2000. Mr. Belcher previously held senior technology roles at the United States House of Representatives, the US Securities and Exchange Commission, and the International Monetary Fund.
Jack has been awarded the Top 100 Federal Executive award, the CIO 100 award by CIO Magazine, and under his leadership Arlington County was recognized as the number one digital county in 2016.
Mr. Belcher holds a PhD in International Affairs and Computation Analytics from Georgetown University.
Christie Struckman - Christie Struckman covers the complex challenges of organizational change and digital business transformation with a focus on the people perspective. Her areas of focus include IT management, the role of the CIO, organizational change, cultural change and leadership practices. Ms. Struckman is a member of Gartner's Leadership, Culture and People team in the CIO Research group.
Prior to joining the Research team, Ms. Struckman worked as an Executive Partner in Gartner's Executive Program providing guidance and advice to CIOs in multiple industries on most technology and strategy initiatives. Before joining Gartner, she had 10 years of experience in organizational and leadership development in the high-tech industry and public sector. She worked for nine years in customer service, backroom IT services, IT change management and strategic programs in the IT department at Intel. She worked for 10 years consulting on program metric design, survey validation and analysis. She also was a professor focused on the business school topics of organizational behavior, change and leadership.

Mike Cannon - Mike has over 30 years of information technology experience. He is a SIMCAC board member and is currently the Chief Technology Officer of Stafford County, Virginia, where his team of 18 supports a community of 144,000 residents and 1,000 users. Previously, he was an independent consultant providing services to local governments, nonprofits and for-profit organizations. Mike also recently served as the Chief Information Officer for the International City/County Management Association (ICMA) in Washington, D.C. Prior to joining ICMA, Mike was the Chief Information Officer for the City of Rockville, Maryland, a community of 70,000. He served as the head of the IT department for 14 years and lead a team of 20 IT professionals. Prior to working for the City of Rockville, Mike was the Director of Management Information Systems for the Council on Foundations, a national nonprofit organization serving 1,800 foundations throughout the world.
