Kathy Lomax is a Deputy Chief Information Officer at L.A. Care Health Plan. She is responsible for managing the office of the CIO, providing leadership for the cross-functional management of information and technology across the enterprise through strategy and governance, organizational and operational model development, and performance management. Previously, Kathy was a VP of IT at Capital Group Companies, leading application support, quality management, web hosting, and infrastructure & engineering teams. Prior to joining Capital Group, Kathy served as Administrative Director at Loma Linda University Medical Center leading all aspects of IT Infrastructure including data center and print operations.

As an IT executive with over 25 years’ experience, with budget responsibility of up to $60M, Kathy has led a variety of global distributed teams focused on engineering and operations, and has championed several initiatives including ITIL practices, Continuous Improvement / LEAN, IT audit controls and data protection practices, as examples. Kathy was hand-picked to lead and transform various teams into productive business units due to demonstrated talent in establishing foundational strategies and driving excellence in execution through tenacity and collaboration.

Kathy serves on the board of Women in Technology International (WITI.com) and led the Orange County regional network for 4 years. WITI is a professional advisory organization and the world’s leading trade association for tech savvy women and is focused on building, empowering and inspiring women through both technical and leadership programming. Kathy also initiated IT Women’s Connect, a diversity focused ERG, as well as a mentoring practice for Capital Group and is currently a mentor for STEM Advantage. Kathy has spoken at various conferences on Women in Tech, Fintech Emerging Technologies and Quality Assurance practices.

Kathy has a BA in Business Administration, with emphasis in Management Information Systems from Cal State Fullerton, and an MBA with emphasis in Computer Information Systems from National University.
